The President of the Papua New Guinea province of Bougainville, Joseph Kabui, says his government is aggressively working to improve its income.
He says it is a sad state that the province currently provides just two percent of its budget funding, but the hope is to increase this dramatically over the next two years.
Mr Kabui says one of their first moves has been to provide a vehicle for the Internal Revenue Commission to help in tax collection.
He says it is expected that tax income should treble in six months.
And Mr Kabui says the aim is to become increasingly self-reliant, providing up to ten percent of the province's expenditure needs at the end of the first year.
"And in the following year, it could be another ten percent or perhaps five percent. It's going to be an upward trend and by the end of the first term - at the end of the five years - I believe we should be raising quite a fair bit, perhaps fifty percent."
