The chamber of commerce in the Commonwealth of the Northern Marianas says it will target Japanese to live in so-called "silver cities" for retirees.
The chamber's president, Alex Sablan, says the idea is to build a convalescent society that has medical and recreational facilities in one.
He says they will possibly look to build such facilities on Saipan, which he describes as the main business island.
Mr Sablan says Japanese retirees are potential investors into the local economy.
"There is ideas of old age homes, having a facility that would provide for rehabilitation for people that need it, and there's a revenue opportunity with this."
Alex Sablan says they are now looking into providing appropriate medical staff and facilities for retirees.
