Virgin Blue's Pacific fleet, Pacific Blue, has set a date for the maiden flight into the Cook Islands - November 20.
But the flight still needs the approval of a licence by the Cook Islands government.
The Cook Islands News says the Minister for civil aviation and deputy prime minister, Ngamau Munokoa, has taken out notices informing the public of the airline's application for an air services licence.
