Samoa and Niue have signed a memorandum of understanding agreeing to conclude an open skies air services agreement as soon as possible.
A statement from the Samoa government says the MOU follows discussions between the two parties in Niue last month.
It says an open skies agreement would provide the designated airlines of the two countries maximimum flexibility to better serve and expand the markets.
The memorandum comes after Polynesian Airlines launched flights to Niue last month.
The service connects Faleolo airport near Apia with Hanan airport in Niue as well as Auckland.
