The Engineering, Printing and Manufacturing Union says the New Zealand film industry could still be at risk of disputes.
EPMU secretary Andrew Little attended a meeting on Sunday with Actors' Equity and the Council of Trade Unions to discuss the dispute over The Hobbit.
Actors' Equity has agreed to negotiations with Spada, which represents producers, about terms and conditions for performers.
But Mr Little says the fundamental issue has not been dealt with, despite legislative changes.
He says not everyone in the industry can have his or her voice heard or bargain collectively, and until that happens, the film industry will be at risk.
Legislation clarifying the difference between an employee and an independent contractor in the film production industry was passed by Parliament under urgency on Friday.
Prime Minister John Key reached a deal with Warner Bros on Wednesday and the bill was introduced to Parliament the following day.
